They are only returned if the lapse in security is the game's fault.

Your pokemon are not going to be returned.
EDIT: Your 'hacker' did not guess your password. They knew the password and logged in on their first attempt. So weak password wasn't the problem here.
If you look at your own account logs, you can see that a similar IP address logged into your account on April 21st. That was also on their first attempt. This person has never entered the wrong password for your account.
