I tried to make my Ursaring at its level 100 evolve into Ursaluna but it won’t evolve. It’s says in the Pokedex that my Ursaring will evolve if it has a Peat Block. Will you help me? Is it a bug or something?

Does the pokemon have a snowflake icon next to it, and does it say it will evolve into Ursaluna when you hover over this snowflake icon (or click on mobile version)?

When I press evolve in Ursaring with snow flakes, it says that Ursaring (Level 100) cannot evolve any further.

I can’t understand. I pressed the Snowflakes icon then it says female sprite. I changed the game into browser mode.

That means it won't evolve into an Ursaluna. Only some teddiursas will evolve into Ursaluna, the specific one you're looking at will not.
You need to find one that says it evolves into Ursaluna when you hover on it. It works the same with various formes of pokemon.
